FDA 510(k), Establishment Registration & ISO 13485: What "FDA Certified" Actually Means for Home IPL
Three distinct documents — product clearance, facility registration, and QMS certificate — are often collapsed into the single marketing phrase "FDA certified," and each carries different legal weight for a sapphire-cooled IPL hair removal device.
The phrase "FDA certified" conflates three separate documents: a 510(k) clearance letter for the specific IPL model, an establishment registration number for the manufacturing site, and an ISO 13485 certificate for the quality management system. Only the clearance authorizes marketing the device for its cleared indications; registration and ISO 13485 alone do not grant marketing permission.
A 510(k) clearance is issued to the device, not the factory or brand. It confirms substantial equivalence to a predicate for the stated intended use — such as permanent hair reduction with a 500–1200 nm wavelength and 2.04–4.67 J/cm² fluence. The holder is the legal manufacturer or its U.S. agent; a distributor cannot transfer the clearance to another brand without a new submission.
Establishment registration simply tells FDA that a facility makes or processes medical devices. Every contract manufacturer and re-packer must register annually and list each device. Registration does not review safety data, does not approve claims, and expires if fees lapse. A supplier showing only a registration number has not proven the sapphire-cooled handset meets performance standards.
ISO 13485 certifies the quality system, not the product. A registrar audits design control, risk management, and production traceability for the 48 W, five-level IPL platform. The certificate names the legal manufacturer and scope; it does not authorize "FDA approved" language, nor does it cover U.S. post-market obligations like medical device reporting or correction/removal records.
For marketplace listings, write: "510(k) cleared for permanent hair reduction; manufactured in an FDA-registered, ISO 13485-certified facility." In the manual, state: "This device complies with 21 CFR 878.4820 and IEC 60601-2-47." Before artwork prints, request the clearance letter (K-number), registration number, ISO certificate with scope, and a written declaration of the exact cleared indications.
